THE PURPOSE OF THE LRT IS TO RESTORE, FROM LEGACY CONTAMINATION, THE ENVIRONMENTAL QUALITY OF ELIZABETH RIVER WATERSHED TO THE HIGHEST PRACTICABLE LEVEL AND CONSERVE IT FOR FUTURE BENEFICIAL USE. THE LRT'S RESTORATION MISSION IS ALIGNED WITH THE REGULATORY MISSIONS OF THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY (DEQ), VIRGINIA MARINE RESOURCES COMMISSION (VMRC), AND THE NORFOLK DISTRICT ARMY CORPS OF ENGINEERS, TO MITIGATE PERMITTED IMPACTS TO AQUATIC RESOURCES. THE LRT'S CONSERVATION MISSION IS TO PRESERVE, IN TRUST, LAND IN SOUTHEASTERN VIRGINIA FOR RECREATION, PARKS, WILDLIFE PRESERVATION, DRAINAGE, WATER AND AIR QUALITY, AND THE PUBLIC'S HEALTH AND WELL-BEING.
