TO SPONSOR AND CONDUCT THE HOLDING OF WHAT IS NOW KNOWN AS THE WASECA SLEIGH & CUTTER FESTIVAL FOR THE PURPOSE OF STIMULATING CIVIC INTERESTS AND PARTICIPATION IN THE OUTDOOR ACTIVITIES AND WINTER SPORTS AVAILABLE TO AND IN THE COMMUNITY OF WASECA, AND TO DO ANY AND ALL ACTS NECESSARY AND INCIDENTAL TO ACCOMPLISH THE PURPOSE OF THIS ORGANIZATION. FURTHER, THE ASSOCIATION SHALL PROVIDE SCHOLARSHIPS TO AREA SCHOOLS AND TO THE MISS WASECA SLEIGH & CUTTER. ANOTHER GOAL IS TO PROVIDE FUNDING TO LOCAL ORGANIZATIONS LIKE THE 4-H AND WASECA COUNTY FAIR.

Part 3 - Line 4a
SLEIGH & CUTTER FESTIVAL TO INITIATE & STIMULATE INTEREST AND PARTICIPATION IN A WINTER FESTIVAL. EVENTS SERVE AREA YOUTH & ADULTS. ACTIVITIES INCLUDE HOCKEY, ICE FISHING, ICE HARVEST, INDOOR & OUTDOOR SPORTING EVENTS AND OTHER CONTESTS. OVER 10,000 PEOPLE ATTENDED.
MISS WASECA SLEIGH & CUTTER IS A SCHOLARSHIP PROGRAM. THE PAGEANT IS OPEN TO YOUNG WOMEN FROM THE WASECA AREA. ALL CONTESTANTS RECEIVE SCHOLARSHIP MONEY. THE WINNER QUALIFIES TO COMPETE IN THE MISS MINNESOTA PAGEANT. APPROXIMATELY 20 CONTESTANTS EACH YEAR. OTHER DONATIONS AND SCHOLARSHIPS TO LOCALS IN THE AMOUNT OF $99,043 IS INCLUDED IN LAWFUL GAMBLING EXPENDITURES.
CHILDREN'S DREAM CATCHER PROGRAM PROVIDES A WISH OR DREAM FOR A FAMILY WHO HAS A TERMINALLY ILL CHILD IN THE WASECA AREA.
