ORGANIZATION/MEMBERS DEVELOP AND DISTRIBUTE POSITION PAPERS AND OTHER EDUCATIONAL POLICY ANALYSES AND STATMENTS WHICH FOCUS ON THE ENHANCEMENT OF MEMBER INSTITUTIONS PROGRAMS TO IMPROVE THE QUALITY OF SPECIAL EDCUATION DOCTORAL LEADERSHIP PREPARATION AS WELL AS IMPLEMENTATION OF EFFECTIVE SPECIAL EDCUATION AND RELATED RESEARCH.
