EDUCATED THE PUBLIC VIA MEETINGS AND CORRESPONDENCE ABOUT THE BENEFITS OF A REGIONAL AIRPORT SYSTEM TO SHARE THE BENEFITS AND THE BURDENS OF COMMERCIAL AIRPORT OPERATIONS TO AVOID CONCENTRATION OF AIRLINE SERVICE AT LAX WHICH WAS THE THIRD BUSIEST IN THE WORLD AND IS THE NUMBER ONE TERRORIST TARGET ON THE WEST COAST.
