TO SUBSIDIZE THE PAYROLL COSTS FOR A COMMUNITY CHILD CARE CENTER FOR CHILDREN OF LOWINCOME FAMILIES. FUNDING FOR BUSINESS START-UPS AND LOSS RESERVE FOR UNCOLLECTIBLE LOANS USED TO HELP BUSINESSES UPGRADE OR EXPAND THEIR FACILITIES.
