I.CHILD CARE PROJECT: ON JUNE 7, 2023, THE JRHA BOARD IDENTIFIED CHILD CARE AS A 2023 PRIORITY AND ASSEMBLED THE JRHA CHILD CARE PROJECT WORKGROUP TO EXPLORE OPPORTUNITIES FOR JRHA TO SUPPORT THE CHILD CARE SYSTEM. JRHAS INITIATIVE WAS ESTABLISHED IN RESPONSE TO THE HEALTH CARE WORKFORCE SHORTAGE, IN SUPPORT FOR EARLY CHILDHOOD DEVELOPMENT AS A SOCIAL DETERMINANT OF HEALTH, AND FOR THE ECONOMIC VITALITY OF FAMILIES AND COMMUNITIES. OVER THE COURSE OF TEN WORKGROUP MEETINGS AND DURING THE JRHA ANNUAL RETREAT, THE JRHA BOARD EXPLORED OPPORTUNITIES SUCH AS PROPERTY ACQUISITION TO EXPAND AVAILABILITY, AN EMPLOYER-SPONSORED PILOT PROGRAM, LEGISLATIVE ADVOCACY FOR LONG-TERM SUSTAINABLE FUNDING, CULTIVATING ADDITIONAL RESOURCES, AND FACILITATING THE CREATION OF AN AWARENESS/EDUCATION VIDEO SERIES. JRHA PROCEEDED BY CULTIVATING THE POTENTIAL OF A $125,000 GRANT FROM PROVIDENCE COMMUNITY HEALTH. THE OUTCOME OF THIS WORK RESULTED IN A RECOMMENDATION FOR SOUTHERN OREGON EARLY LEARNING SERVICES HUB TO APPLY. JRHA ENDORSED THE EARLY LEARNING HUBS APPLICATION AND THE AGENCYS FOUR-PRONG SYSTEMS APPROACH TO IMPROVING THE LANDSCAPE. THE FOUR AREAS INCLUDE: 1) EXPANDING IN-HOME CHILD CARE CENTERS IN RURAL AREAS; 2) INCREASING SUBSIDIES FOR EXISTING CHILD CARE SLOTS; 3) RECRUITING CHILD CARE SECTOR WORKFORCE THROUGH PAID INTERNSHIPS; AND 4) INCREASING BEHAVIORAL HEALTH SERVICES IN CLASSROOMS ACROSS THE REGION.ON SEPTEMBER 6, 2023, THE JRHA BOARD PASSED A MOTION APPROVING THE INTENT TO SUPPORT A CHILD CARE PROJECT WITH AN INITIAL INVESTMENT UP TO $25,000, WHICH WAS LATER ALLOCATED TO THE CREATION OF A VIDEO SERIES FOCUSING ON AWARENESS OF HOW CHILD CARE IMPACTS EVERYONE IN THE COMMUNITY, EDUCATION OF THE STATE OF CHILD CARE, INFORMATION ON HOW TO BECOME A CHILD CARE FACILITY AND WORKER, WAYS EMPLOYERS AND CITIZENS CAN HELP, AND ADVOCACY FOR STATE SUBSIDIES. THE VIDEO SERIES WILL BE COMPLETED IN 2024, UNDER THE GUIDANCE OF THE JRHA BOARD WORKING IN PARTNERSHIP WITH CHILD CARE SECTOR PROVIDERS, EDUCATORS, AND COMMUNITY STAKEHOLDERS FROM A VARIETY OF SECTORS.ON DECEMBER 5, 2023, THE JRHA EXECUTIVE COMMITTEE APPROVED OTHER FOCUS AREAS INCLUDING PROVIDING IN-KIND RESOURCES TO FACILITATE A SURVEY TO JRHA HEALTH CARE EMPLOYERS TO FILL AVAILABLE SLOTS WITH THE YMCA AND OREGON CENTER FOR CREATIVE LEARNING, CONTINUING TO EXPLORE BARRIERS TO AN EMPLOYER-SPONSORED CHILD CARE PILOT PROGRAM, AND EXPLORING OPPORTUNITIES TO ADVOCATE FOR LONG-TERM FUNDING FOR SUBSIDIZED SLOTS.
