THE ORGANIZATION WAS FOUNDED FOR THE PURPOSE OF IMPROVING THE QUALITY OF LIFE OF DC RESIDENTS IN ECONOMICALLY DEPRESSED AREAS BY PROVIDING EMPLOYMENT OPPORTUNITIES THAT WOULD AID IN THE REDUCTION OF UNEMPLOYMENT AND UNDEREMPLOYMENT PROMOTING SELF-SUFFICIENCY. THESE THURSTS WOULD BE REALIZED THRU

HUMAN CAPITAL- THE ORGANIZATION PROVIDED TRAINING IN A VARIETY OF PROGRAMS SUCH AS HIV AWARENESS PROGRAMS, REAL PROPERTY AND BUSINESS DEVELOPMENT. IT ALSO PROVIDED EMPLOYMENT OPPORTUNITIES THROUGH EDUCATIONAL, VOCATIONAL, JOB READINESS AND JOB PLACEMENT OPPORTUNITIES TO HELP IMPROVE THE RESIDENTS CAPACITY IN A COMPETITIVE JOB MARKET. OUR STAFF HAS ESTABLISHED AND MAINTAINED PARTNERSHIPS WITH EMPLOYERS IN TARGETED AREAS TO IMPROVE THE ECONOMIC CONDITIONS OF DISADVANTAGED, LOW AND MODERATE INCOME PERSONS BY PROVIDING EMPLOYMENT AND TRAINING OPPORTUNITIES. APPROXIMATELY 400 PERSONS RECEIVE JOB PLACEMENT EACH YEAR. CLIENTS ARE PLACED IN SUBSIDIZED AND UNSUBSIDISED POSITIONS.
REAL ESTATE DEVELOPMENT- THE ORGANIZATION PROVIDES COUNSELING THAT IS DESIGNED TO AUGMENT HOUSING AND CONSTRUCTION PROGRAMS THAT INCLUDE JOB TRAINING AND PLACEMENT OF CLIENTS IN PREPARATION OF PURCHASING HOMES. THE ORGANIZATION HAS TAKEN SPECIAL EFFORTS TO SERVE THOSE PARTICIPANTS OF PUBLIC HOUSING FROM JOB READINESS AND VOCATIONAL SKILLS TRAINING TO HOME- OWNERSHIP. CHCTDC'S GOAL IS TO FOCUS ON CREATING STABLE AND FULFILLING COMMUNITIES EAST OF ANACOSTIA RIVER. THE CONGRESS HEIGHTS' PLAN NOT ONLY FACILITIES ECONOMIC DEVELOPMENT ACTIVITIES THROUGH INCREASING TAX BASE BUT ATTRACTS A NUMBER OF HIGHLY VISIBLE BUSINESSES IN THE AREA.
SMALL BUSINESS DEVELOPMENT- THE ORGANIZATION WISHES TO STIMULATE THE FLOW OF PRIVATE CAPITAL, LONG TERM LOANS AND OTHER FINANCIAL ASSISTANCE FOR SOUND FINANCING OF THE DEVELOPMENT, EXPANSION, AND RETENTION OF SMALL BUSINESS CONCERNS IN WASHINGTON, DC AS A MEANS OF PROVIDING DISADVANTAGED PERSONS WITHIN DISTRESSED AREAS OF THE CITY THE ORGANIZATION WILL CONSIDER LOANS SO LONG AS THE RESOURCES PERMIT. THE MICRO-LOAN PROGRAM AT CONGRESS HEIGHTS SUPPORTS THE TECHNICAL AND CREDIT NEEDS OF VERY SMALL BUSINESSES AND SELF EMPLOYED ENTREPRENEURS. THESE LOANS ARE PROVIDED AT LITTLE OR NO COST. BUSINESS OWNERS WILL MEET WITH THE LOAN CONSULTANT THAT WIL DETERMINE THEIR ABILITY TO QUALIFY FOR A BUSINESS LOAN AND THEN HELP TO DETERMINE WHICH PROGRAM IS MORE SUITABLE.
