KENTUCKY RESOURCES COUNCIL (KRC) IS A PUBLIC-INTEREST ENVIRONMENTAL LAW AND ADVOCACY ORGANIZATION THAT WORKS TO PROTECT AND DEFEND THE PEOPLE, COMMUNITIES, AND NATURAL RESOURCES OF KENTUCKY. KRC USES LEGAL AND STRATEGIC ADVOCACY TO PROTECT KENTUCKY'S NATURAL RESOURCES, ADVOCATE FOR ENVIRONMENTAL HEALTH AND JUSTICE, AND TEACH CITIZENS TO BE EFFECTIVE ENVIRONMENTAL STEWARDS. WE PROVIDE OUR LEGAL SERVICES WITHOUT CHARGE TO INDIVIDUALS AND ORGANIZATIONS THAT CANNOT FIND OR AFFORD REPRESENTATION ON ENERGY AND ENVIRONMENTAL MATTERS.

THE LARGEST PROGRAM AREA FOR KRC IS ENVIRONMENTAL AND COMMUNITY DEFENSE. WE CONTINUE TO PROVIDE FREE LEGAL ASSISTANCE TO INDIVIDUALS AND COMMUNITY GROUPS LIVING "DOWNWIND, DOWNSTREAM, AND DOWNHILL" OF ENVIRONMENTAL PROBLEMS, WHO CANNOT AFFORD OR FIND REPRESENTATION. WE ALSO WORK PROGRAMMATICALLY THROUGH LITIGATION AND ADVOCACY TO IMPROVE THE QUALITY OF LIFE FOR ALL KENTUCKIANS AND TO ASSURE THAT THOSE WHO POLLUTE OUR LAND, AIR, OR WATER ARE HELD ACCOUNTABLE. THIS YEAR OUR LEGAL TEAM ALSO FILED AMICUS BRIEFS IN SEVERAL COURT CASES WITH SIGNIFICANT IMPLICATIONS FOR KENTUCKIANS, INCLUDING ACCESS TO JUSTICE, JUDICIAL REVIEW OF ZONING DECISIONS, AND THE PROTECTION OF WETLANDS. WE SUBMITTED PUBLIC COMMENTS ON IMPORTANT PROPOSED FEDERAL RULEMAKINGS IMPACTING CITIZEN COMPLAINTS OF MINING VIOLATIONS AND ON THE DISPOSAL OF COAL ASH.
THE LAST PROGRAM AREA FOR KRC IS THE CENTER FOR ENVIRONMENTAL POLICY, WHICH CONDUCTS RESEARCH, PROVIDES POLICY ANALYSIS, AND EDUCATES THE PUBLIC AND POLICYMAKERS ON IMPORTANT ENERGY AND ENVIRONMENTAL ISSUES IMPACTING KENTUCKY. KRC ALSO ENGAGED IN, WITHIN IRS LIMITS, LOBBYING ON ENERGY AND ENVIRONMENTAL POLICY MATTERS, INCLUDING TESTIFYING AGAINST LEGISLATION WEAKENING PROTECTION OF ENDANGERED SPECIES AND WATER QUALITY AND ADVOCATING FOR STRONGER REGULATION OF LAND APPLICATION OF MUNICIPAL SEWAGE TREATMENT SLUDGE, KNOWN AS "BIOSOLIDS."
THE SECOND LARGEST PROGRAM AREA FOR KRC IS EDUCATION AND OUTREACH WHICH INCLUDES OUR KENTUCKY ENVIRONMENTAL LEADERSHIP INSTITUTE (KELI) COMMUNITY WORKSHOPS, BRINGING IN LOCAL ENVIRONMENTAL LEADERS TO GIVE CITIZENS TOOLS TO BETTER PROTECT THE PLACES THEY LIVE AND LOVE. KRC ALSO TABLED AND GAVE PRESENTATIONS AT PUBLIC EVENTS THROUGHOUT THE STATE, RAISING ENVIRONMENTAL AWARENESS AND DOING OUTREACH AND ENGAGEMENT TO CREATE A CLEANER, HEALTHIER KENTUCKY.
THE THIRD LARGEST PROGRAM AREA FOR KRC IS THE KENTUCKY ENVIRONMENTAL ACCOUNTABILITY PROJECT (KEAP), A NEW INITIATIVE TO ADVANCE ENVIRONMENTAL QUALITY, HEALTH, AND JUSTICE IN KENTUCKY. KEAP COMBINES MEANINGFUL PUBLIC PARTICIPATION, SCIENCE- BACKED INFORMATION, AND TECHNICAL AND LEGAL EXPERTISE TO ENSURE THAT KENTUCKY'S ENVIRONMENTAL DECISIONS BETTER PROTECT PUBLIC HEALTH, THE ENVIRONMENT, AND OUR CLIMATE. KRC ALSO CONTINUES TO REPRESENT SEVERAL COALITIONS OF ALLIED LOW-INCOME, CLEAN ENERGY, AND SOCIAL AND ECONOMIC JUSTICE PARTNERS IN CASES BEFORE THE KENTUCKY PUBLIC SERVICE COMMISSION, WORKING TO PROTECT RATEPAYERS AND FIGHTING FOR A CLEANER, MORE SUSTAINABLE, AND MORE EQUITABLE ENERGY FUTURE.
