EXPENSES OF MAJOR IMPROVEMENTS TO RESERVATIONS, INCLUDING BUILDING BRIDGES AND BOARDWALKS OVER WETLANDS, FACILITATING PASSAGE AND USE BY ALL PERSONS USING THE RESERVATIONS.
