THIS AGENCY OPERATES THE HEALTH INSURANCE COUNSELING AND ADVOCACY PROGRAM (HICAP) WHICH PROVIDES FREE COUNSELING AND ADVOCACY FOR MEDICARE BENEFICIARIES IN THE SANTA BARBARA AND SAN LUIS OBISPO COUNTIES.
