MAINTAINED THE INTEGRITY OF OREGON'S TERRITORIAL PROTECTION LAWS, WHICH NOW PROTECT CONSUMER AND FEDERAL INVESTMENT IN RURAL ELECTRIC SYSTEMS.


SUPPORTED THE ORDERLY DEVELOPMENT OF RURAL AREAS, PARTICULARLY THE RURAL AREAS OF OREGON, THROUGH THE SUPPLY OF LOW-COST ELECTRIC POWER TO RURAL COMMERCE, INDUSTRY AND HOUSING AND ADVOCATED FOR THE DISTRIBUTION OF ELECTRIC POWER WITH THE HIGHEST QUALITY SERVICE AND LOWEST RETAIL RATES CONSISTENT WITH PRUDENT MANAGEMENT.
