SEIU WASHINGTON STATE COUNCIL (THE COUNCIL) WAS ESTABLISHED TO UNITE ALL LOCAL UNIONS OF THE COUNCIL FOR THEIR MUTUAL AID AND PROTECTION, TO ASSIST THEM IN THEIR ORGANIZATION WORK IN THEIR INDUSTRIES, AND TO IMPROVE THE WORKING LIVES OF SEIU MEMBERS BY IMPROVING THE TERMS AND CONDITIONS OF THEIR EMPLOYMENT, THROUGH, BUT NOT LIMITED TO, POLITICAL, EDUCATIONAL, CHARITABLE, CIVIC, LEGAL, LEGISLATIVE, AND HEALTH AND WELFARE ACTIVITIES; PROVIDED, HOWEVER, THAT THE COUNCIL SHALL NOT ENGAGE IN COLLECTIVE BARGAINING WITH EMPLOYERS.
