TO LEASE, MANAGE, ACQUIRE AND STEWARD UNDEVELOPED PROPERTY CONTAINING NATURAL HABITAT TO COMBAT COMMUNITY DETERIORATION, AND TO IMPROVE THE PUBLIC'S EDUCATIONAL, CULTURAL AND ENVIRONMENTAL CONDITION BY PRESERVING THE LAND FOR EDUCATION, PUBLIC RECREATION AND THE ENJOYMENT OF NATURE.
