BREAKING GROUND TRUST THE BREAKING GROUND TRUST WAS ESTABLISHED BY OPEN LUNAR TO DEMONSTRATE PRECEDENT-SETTING ACTIVITIES IN LUNAR POLICY. THIS IS A "PERPETUAL PURPOSE TRUST" WHICH IS LEGALLY BOUND TO FOCUS ON ITS MISSION IN PERPETUITY. THE PURPOSE IS TO STEWARD AND DEMONSTRATE NEW WAYS OF MANAGING LUNAR RESOURCES FOR THE BENEFIT OF ALL. THE WORK OF THE TRUST IS LUNAR SUSTAINABILITY, INCLUSIVITY AND MULTILATERALISM. THE TRUST PUBLISHED THE RECOMMENDATIONS FOR MANAGING LUNAR RESOURCES HELD BY THE TRUST THROUGH A DELIBERATIVE PROCESS WITH 11 DELEGATES. (1FTE)
IN 2019 AND 2020, OPEN LUNAR MADE DEPOSITS ON LAUNCH SERVICES TO CARRY A SMALL SPACECRAFT INTO EARTH ORBIT AS A TECHNOLOGY TEST FOR A NEW PIECE OF OPEN SOURCE HARDWARE. DUE TO THE PANDEMIC, THIS FLIGHT DID NOT OCCUR AND THE ENGINEERING TEAM WAS DISBANDED. AS OF 2022 THE RIGHT TO USE THE DEPOSIT TOWARD FLIGHTS IN THE FUTURE HAS EXPIRED AND NOW THESE DEPOSITS ARE PROGRAM EXPENSES APPEARING ON OUR BOOKS IN 2022
POLICY OUR POLICY PROGRAM REMAINED STRONG THIS YEAR. EXAMPLES: FELLOWSHIPS, AN INTERNATIONAL FELLOWSHIP PROGRAM SUPPORTING YOUNG SCHOLARS IN CONDUCTING CUTTING-EDGE RESEARCH ON LUNAR POLICY QUESTIONS. OUTPUTS INCLUDE RESEARCH DEEP DIVES AND REPORTS. RES LUNA: RESEARCHING RESOURCE GOVERNANCE APPROACHES FOR EARTH SYSTEMS AND THEIR APPLICABILITY TO LUNAR RESOURCES. WE ALSO ENGAGED IN INTERNATIONAL DIALOGUE ON PLATFORMS SUCH AS THE UN COMMITTEE ON THE PEACEFUL USES OF OUTER SPACE, THE PARIS PEACE FORUM, AND THE LUNAR SURFACE SCIENCE INNOVATION WORKSHOPS. (2FTE)
MOON DIALOGS LEADING EXPERT GROUPS CREATED LUNAR POLICY SOLUTIONS BASED ON EVIDENCE AND LESSONS FROM EARTH. THE MOON DIALOGS IS A PARTNERSHIP CONVENING LUNAR ACTORS ON TOPICS OF GOVERNANCE AND COORDINATION MECHANISMS FOR THE LUNAR SURFACE. THE DIALOGS INVITE INDUSTRY, GOVERNMENT AND ACADEMIA TO THE TABLE ON EQUAL FOOTING, WITH AN EMPHASIS ON PRACTICAL TOOLS, OPERATING MODELS, AND RIGHTS FRAMEWORKS. WE WORKED ON DEVELOPING THE LUNAR POLICY HANDBOOK A GUIDEBOOK ON POLICY AND OPERATIONAL CONSIDERATIONS FOR LUNAR ACTIVITIES IN COLLABORATION WITH PARTNER ORGANIZATIONS. (1FTE)
