BY DEVELOPING POLICIES, ORGANIZING AND ADVOCATING FOR THEIR ADOPTION, DEVELOPING LEADERSHIP THAT EMPOWERS ORDINARY CITIZENS, AND CONNECTING SMALLER GROUPS IN WAYS THAT ENHANCE THEIR EFFECTIVENESS.
