NFWF PA IN THE BALANCE THE PA IN THE BALANCE: FOCUS LANCASTER GRANT IS AIMED AT LEVERAGING SUPPORT FROM THE CAMPBELL FOUNDATION CLEAN WATER PARTNER'S GRANT TO SUPPORT A REGION-WIDE COLLABORATIVE EFFORT TOWARDS WATER QUALITY ENHANCEMENTS WITHIN LANCASTER COUNTY. THE GRANT CAPITALIZES ON EXISTING PROGRAMS TO GROW MOMENTUM AND THE IMPLEMENTATION OF BEST MANAGEMENT PRACTICES. THE GRANT FUNDS SUPPORT SEVERAL REGIONAL PARTNERS IN BUILDING UPON OUTREACH EFFORTS, SHARED DATA AND RESOURCES, AND DEVELOPING AN INTEGRATED FUNDING PROGRAM WHICH WILL LEVERAGE OTHER PUBLIC AND PRIVATE FUNDING SOURCES TO SUPPORT CLEAN WATER EFFORTS LONG TERM. IT WILL SERVE AS A MODEL FOR OTHERS ADDRESSING NONPOINT SOURCE POLLUTION WHILE ACHIEVING MAXIMUM WATER QUALITY BENEFITS IN LANCASTER COUNTY.
LANCASTER COUNTY CLEAN WATER PARTNERS THE CONSERVATION FOUNDATION OF LANCASTER COUNTY SEEKS TO ENHANCE THE COUNTYWIDE COLLABORATIVE, THE LANCASTER COUNTY CLEAN WATER PARTNERS, BY LEVERAGING FUNDING FOR A COORDINATOR POSITION TO BUILD A COLLABORATIVE NETWORK OF PARTNERS, COORDINATE REGIONAL-SCALE RESTORATION PROGRAM DELIVERY TO LANCASTER COUNTY, AND ACHIEVE MAXIMUM WATER QUALITY BENEFITS. THIS FOCUS AND CONCENTRATED EFFORT ADDRESSES NONPOINT SOURCE POLLUTION AND WATER QUALITY WITHIN LANCASTER COUNTY IN ORDER TO ACHIEVE CHESAPEAKE BAY RESTORATION GOALS.
EXECUTIVE OUTREACH CLEAN WATER PARTNERS TO UTILIZE CONSULTANT SERVICES FROM JOHN COX FOR LANCASTER CLEAN WATER PARTNERS PROJECTS AND ACTIVITIES RELATED TO THEIR MISSION TO ACHIEVE CLEAN AND CLEAR WATER IN LANCASTER COUNTY, PENNSYLVANIA. HE WILL WORK WITH REGULATORY ENTITIES (PADEP, USEPA, PA DEPARTMENT OF AG.) TO SECURE KEY AREAS OF SUPPORT, INLCUDING INDENTIFICATION AND/OR COMMITMENT OF FUNDING STREAMS, FLEXIBILITY AROUND THE RULES OF FUNDING COMMITMENTS TO AID IN THEIR RAPID DEPLOYMENTS AND RELAXIG OF ADMINISTRATIVE REGULATIONS (BARRIERS TO ALLOW GREATER IMPLEMENATION FLEXIBILITY).
THE CONSERVATION FOUNDATION HAS PUT IN PLACE A STEERING COMMITTEE, THE LANCASTER COUNTY CLEAN WATER CONSORTIUM (LCCWC). THE MISSION OF THE CONSORTIUM IS TO FACILITATE THE DEVELOPMENT OF PROACTIVE, EFFICIENT, AND COHESIVE STRATEGIES TO RESTORE AND MAINTAIN THE WATERWAYS OF LANCASTER COUNTY, ULTIMATELY RESULTING IN COMPLIANCE WITH FEDERAL AND STATE REGULATIONS INTENDED TO REDUCE POLLUTION AND ACCELERATE RESTORATION OF THE CHESAPEAKE BAY. REVENUE SOURCES FOR THE LCCWC ARE PRIMARILY THROUGH GRANTS AND MEMBERSHIP DUES. ALSO, SEMINARS AND WORKSHOP FEES HAVE BEEN CHARGED TO GENERATE INCOME. LANCASTER COUNTY CLEAN WATER CONSORTIUM(LCCWC)STORMWATER MINI-GRANTS THE MINI-GRANT PROGRAM IS DESIGNED TO ASSIST AND SUPPORT LCCWC MEMBERS IN THEIR EFFORTS TO PLAN AND IMPLEMENT PROGRAMS THAT WILL HELP REDUCE NUTRIENT AND SEDIMENT LOADINGS TO THE CHESAPEAKE BAY. THE FUNDS ARE RESERVED FOR MUNICIPALITIES, WATERSHED GROUPS, NON-PROFITS, NON-GOVERNMENTAL AGENCIES, AND PRIVATE PROPERTY OWNERS. THE GRANT MAY BE USED FOR DESIGN, CONSTRUCTION, MATERIALS, MONITORING, EDUCATION, AND OUTREACH. PA ADAPTIVE TOOLBOX - FISHING CREEK THE PROJECT'S GOAL IS TO ACHIEVE 100% LIVESTOCK STREAM EXCLUSION, TO SEEK GREATER PARTICIPATION IN CONSERVATION PLANNING AND PRACTICE IMPLEMENTATION, AND DEMONSTRATE A CORRELATION BETWEEN CONSERVATION EFFORTS, HERD HEALTH, AND FARM PROFITABILITY. OUR AIM IS TO FULFILL A PROOF OF CONCEPT USING A PROVEN TEAM AND WORK TO REPLICATE THIS APPROACH STATEWIDE. THE PROJECT WILL FOCUS ON THREE SUB WATERSHEDS OF FISHING CREEK, A REGION DOMINATED BY PLAIN SECT FARMS IN THE LANCASTER COUNTY REGION OF THE SUSQUEHANNA RIVER BASIN. THE ADAPTIVE TOOLBOX HAS BEEN DEVELOPED WITH THE BENEFIT OF EXPERIENCE AND AFTER EXTENSIVE STAKEHOLDER INPUT ABOUT WHAT OPTIONS TO OFFER PRODUCERS IN ORDER TO ENTICE PARTICIPATION IN THE PROGRAM DEP - COCALICO CREEK HEADWATERS FLOODPLAIN RESTORATION - CONSTRUCTION THE PURPOSE OF THE PROJECT IS TO ADDRESS EXISTING INVASIVE SPECIES AND LEGACY SEDIMENT IMPAIRMENTS WITHIN A PORTION OF THE COCALICO CREEK HEADWATERS THROUGH FLOODPLAIN RESTORATION TO DELIVER SIGNIFICANT NUTRIENT AND SEDIMENT LOAD REDUCTIONS, RESTORE AND CREATE WETLAND HABITAT, PROVIDE AN INTERCONNECTED FLOODPLAIN SYSTEM WITH SIGNIFICANT HYPORHEIC EXCHANGE BETWEEN SURFACE WATER AND GROUNDWATER, AND EFFECTIVELY ELIMINATE INVASIVE REED CANARY CURRENTLY DOMINATING THE SITE. CHESAPEAKE BAY TRUST - CAPACITY BUILDING AWARD PROGRAM INITIATE PROJECTS TO DIVERSIFY NETWORK MEMBERSHIP; NETWORK COORDINATION, DEVELOPMENT AND IMPLEMENTATION OF COLLABORATIVE PROGRAMS, NETWORK COMMUNICATION AND PLANNING EFFORTS, AND TARGETED CAPACITY BUILDING ACTIVITIES WITHIN INDIVIDUAL ORGANIZATIONS.
