LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM. HELP LOW-INCOME PEOPLE MEET THE COSTS OF HOME ENERGY (HEATING AND COOLING OF RESIDENCE) INCREASE THEIR ENERGY SELF-SUFFICIENCY, AND REDUCE THEIR VULNERABILITY RESULTING FROM ENERGY NEEDS.
