THE CORPORATION SHALL PROMOTE, WITHIN THE TERRITORY COVERED BY THE CHARTER FROM TIME TO TIME GRANTED IT BY THE BOY SCOUTS OF AMERICA AND IN ACCORDANCE WITH THE CONGRESSIONAL CHARTER, BYLAWS, AND RULES AND REGULATIONS OF THE BOY SCOUTS OF AMERICA, THE SCOUTING PROGRAM OF PROMOTING THE ABILITY OF BOYS, GIRLS,YOUNG MEN, AND WOMEN TO DO THINGS FOR THEMSELVES AND OTHERS, TRAINING THEM IN SCOUTCRAFT, AND TEACHING THEM PATRIOTISM, COURAGE, SELF- RELIANCE, AND KINDRED VIRTUES, USING THE METHODS WHICH ARE NOW IN COMMON USE BY THE BOY SCOUTS OF AMERICA. IN ACHIEVING THIS PURPOSE, EMPHASIS SHALL BE PLACED UPON THE EDUCATIONAL PROGRAM OF THE BOY SCOUTS OF AMERICA AND THE OATH, PROMISE, AND CODE OF THE SCOUTING PROGRAM FOR CHARACTER DEVELOPMENT, CITIZENSHIP TRAINING, LEADERSHIP AND MENTAL AND PHYSICAL FITNESS. THE CORPORATION SHALL FULFILL THE BASIC PURPOSE OF HTE SCOUTING MOVEMENT WITHIN ITS TERRITORY, MAKING SCOUTING TRAINING AVAILABLE TO ALL BOYS, GIRLS, AND YOUNG MEN AND WOMEN AND SERVING ORGAN

THE VIRGINIA HEADWATERS COUNCIL SERVED 1,738 YOUTH IN CENTRAL AND WESTERN VIRGINIA THROUGH 71 LOCAL ORGANIZATIONS THAT CHARTER 104 CUB SCOUT PACKS, SCOUTS, BSA TROOPS, VENTURE CREWS, AND EXPLORER POSTS. DEVELOPING LIFELONG POSITIVE VALUES OF CHARACTER, CITIZENSHIP AND PERSONAL FITNESS ARE AT THE CORE OF THE PROGRAM. DUTY TO GOD, COUNTY AND OTHER PEOPLES BEFORE SELF ARE KEY ISSUES STRESSED IN PERSONAL AND LEADERSHIP SKILL DEVELOPMENT. 862 TRAINED ADULT VOLUNTEER LEADERS ARE SUPPORTED BY AN 7-PERSON PROFESSIONAL STAFF WHO PROVIDE EXTENSIVE PROGRAM AND FIELD SERVICES. CAMP SHENANDOAH IS A MAJOR PROGRAM ASSET CONSISTING OF 454 ACRES LOCATED IN AUGUSTA COUNTY. SEE SCHEDULE O FOR CONTINUATION.
