LEGISLATIVE - FUNDS ALL SPENDING TO INCLUDE LEGAL AND OTHER PROFESSIONAL SERVICES, TRAVEL AND ENTERTAINMENT AND INCIDENTAL EXPENSES RELATED TO NCTA'S LEGISLATIVE EFFORTS.
