NEIGHBORWORKS GREEN BAY SOLVES HOUSING CHALLENGES AND BUILDS STRONGER COMMUNITIES.
Describe the Organization's Program Activity:
REAL ESTATE MANAGEMENT:OBJECTIVES: NEIGHBORWORKS GREEN BAY ADDRESSES THE HOUSING NEEDS OF VERY LOW-INCOME HOUSEHOLDS AND SUPPORTS ITS CHARITABLE MISSION TO LOW-INCOME POPULATIONS THROUGH THE OPERATION OF RENTAL HOUSING. THE ORGANIZATION OWNED AND OPERATED 251 UNITS OF RENTAL HOUSING AT THE END OF 2023. MANY UNITS WERE RENOVATED USING FEDERAL GRANTS (INCLUDING HOME, CDBG, AND NSP) OR THROUGH THE LOW-INCOME HOUSING TAX CREDIT (92 OF THESE SUBSIDIZED UNITS HAVE ACTIVE RESTRICTIONS REQUIRING OCCUPANCY BY LOW-INCOME HOUSEHOLDS). 151 UNITS ARE COVERED BY A HOUSING CHOICE VOUCHER (SECTION 8) PROJECT-BASED CONTRACT FOR OCCUPANCY BY HOUSEHOLDS WITH INCOMES AT OR BELOW 50% OF AREA MEDIAN INCOME (AMI).ACHIEVEMENTS: IN 2023 WE DID NOT PLACE ANY NEW RENTAL UNITS INTO SERVICE BUT DID INVEST $399,401 OF THEIR OWN FUNDS BACK INTO OUR OWNED RESIDENTIAL RENTAL PROPERTIES TO IMPROVE BUILDING SYSTEMS AND MAKE SIGNIFICANT INTERIOR IMPROVEMENTS TO RESIDENTIAL UNITS. IN ADDITION TO THE IMPROVEMENTS NOTED ABOVE, WE TOOK A DUPLEX OFFLINE AT 420 S VAN BUREN WITH THE INTENT TO FULLY RENOVATE THE PROPERTY. THE RENOVATION WAS COMPLETED IN 2023 AND COST $175,782. THE PROJECT WAS COMPLETED WITH ASSISTANCE FROM THE BRIDGES STUDENTS MENTIONED WITH THE REAL ESTATE DEVELOPMENT ACCOMPLISHMENTS BELOW. VOLUNTEERS: TEN VOLUNTEERS FORM AN ASSET MANAGEMENT TEAM THAT EXAMINES THIS LINE OF BUSINESS AND DEVELOPS PLANS AND POLICIES. IN 2023, THESE VOLUNTEERS (DRAWN FROM AMONG NEIGHBORHOOD RESIDENTS AND LOCAL BUSINESS PEOPLE PROVIDED APPROXIMATELY 117 HOURS OF SERVICE.
COMMUNITY BUILDING AND ENGAGEMENT:OBJECTIVES: NEIGHBORWORKS WORKS TO DEVELOP AND ENHANCE NEW AND EXISTING NEIGHBORHOOD ASSOCIATIONS THROUGHOUT NORTHEASTERN WISCONSIN THROUGH THE NEIGHBORHOOD PARTNERS PROGRAM BY ENGAGING NEIGHBORHOOD LEADERS TO FOSTER SOCIAL REVITALIZATION IN NEIGHBORHOODS. ACTIVITIES ALSO INCLUDE COLLABORATING WITH AND PROVIDING ADMINISTRATIVE SERVICES TO GREEN BAY NEIGHBORHOOD LEADERSHIP COUNCIL, LEADING COMMUNITY EVENTS AND VOLUNTEER DRIVEN ACTIVITIES SUCH AS GOOD NEIGHBOR WEEK, AND COLLABORATING WITH OTHER NONPROFIT ENTITIES ON RESIDENT LEADERSHIP, BEAUTIFICATION PROJECTS AND LOCAL HOUSING NEEDS.ACHIEVEMENTS: NEIGHBORWORKS GREEN BAY COORDINATED NEIGHBORWORKS WEEK AND GOOD NEIGHBOR WEEK IN 2023 WHICH COMPLETED HOME REPAIR AND MAINTENANCE TASKS FOR ELDERLY, DISABLED OR LOW-INCOME HOMEOWNERS. VOLUNTEERS CONTRIBUTED 657 HOURS TO THIS EFFORT AND 17 PROPERTIES (33 UNITS) WERE REPAIRED OR RENOVATED IN 2023. OUR NEIGHBORHOOD SUPPORT TEAM SUPPORTED NORTHEAST WISCONSIN NEIGHBORHOOD ASSOCIATIONS THROUGHOUT 2023 WITH THE FOLLOWING SUCCESSES: SEVERAL FRONT PORCH MUSIC FESTIVALS WERE HELD IN APPLETON AND MENASHA NEIGHBORHOODS, 52 MINI-GRANTS WERE AWARDED TO RESIDENT LED NEIGHBORHOOD ASSOCIATIONS FOR VARIOUS COMMUNITY PROJECTS, COURSES WERE RUN BY SEVERAL ASSOCIATIONS TO EDUCATE OLDER ADULTS ON THE USE OF COMMUNICATION TECHNOLOGIES TO HELP WITH SOCIAL INTERACTION AND SUPPORT, AND MUCH MORE. IN TOTAL 34 NEIGHBORHOOD ASSOCIATIONS AND 8 COMMUNITY-WIDE PROGRAMS WERE SUPPORTED IN FOUR COUNTIES THROUGHOUT GREEN BAY AND THE FOX VALLEY REGIONVOLUNTEERS: SEVEN VOLUNTEERS FORM THE NEWLY CREATED EVENTS AND CULTURE COMMITTEE WAS FORMED THAT SUPPORTS THE PLANNING AND ADMINISTRATION OF THE ORGANIZATION'S MANY PUBLIC AND OR VOLUNTEER EVENTS. IN 2023, THESE VOLUNTEERS (DRAWN FROM AMONG NEIGHBORHOOD RESIDENTS AND LOCAL BUSINESS PEOPLE) PROVIDED APPROXIMATELY 49 HOURS OF SERVICE.
COUNSELING & LENDINGOBJECTIVES: NEIGHBORWORKS GREEN BAY IS A HUD-CERTIFIED HOUSING COUNSELING AGENCY AND ADOPTER OF THE NATIONAL INDUSTRY STANDARDS FOR HOMEBUYER EDUCATION AND COUNSELING. WE PROVIDE COMPREHENSIVE PRE- AND POST-PURCHASE EDUCATION AND COUNSELING, FORECLOSURE MITIGATION COUNSELING, HOME EQUITY CONVERSION MORTGAGE (HECM) COUNSELING, AND FINANCIAL CAPABILITIES TRAINING AND COUNSELING. WE ASSIST HOMEBUYERS BY PROVIDING NO-INTEREST, DEFERRED PAYMENT SECOND MORTGAGE LOANS.ACHIEVEMENTS: IN 2023, WE SERVED 540 CLIENTS WITH EDUCATION AND COUNSELING SERVICES. 315 PROSPECTIVE BUYERS COMPLETED OUR HOMEBUYER EDUCATION CLASSES EITHER AT ONE OF OUR 14 IN-PERSON CLASSES OR ONLINE. 225 CLIENTS RECEIVED ONE-ON-ONE PRE-PURCHASE COUNSELING. 118 CLIENTS PURCHASED HOMES. 87 CLIENTS RECEIVED POST-PURCHASE COUNSELING (FORECLOSURE AND HECM). ALSO, WE BEGAN ADMINISTRATING A HOME IMPROVEMENT LOAN PROGRAM FOR LOW-INCOME HOMEOWNERS IN THE CITY OF GREEN BAY TO COMPLETE NEEDED REPAIRS AND FUNDED 14 OF THESE LOANS FOR A TOTAL OF $448,895 IN HOME REPAIRS. IN TOTAL, WE FACILITATED $26,399,939 OF COMMUNITY INVESTMENT THROUGH OUR CLIENTS' PURCHASES OF HOMES.VOLUNTEERS: TEN VOLUNTEERS FORM A COUNSELING AND LENDING COMMITTEE THAT EXAMINES THIS LINE OF BUSINESS AND DEVELOPS PLANS AND POLICIES. REAL ESTATE DEVELOPMENT:OBJECTIVES: NEIGHBORWORKS GREEN BAY ACQUIRES AND RENOVATES OR BUILDS HOMES FOR OWNER-OCCUPANCY IN GREEN BAY. WE DE-CONVERT MULTIFAMILY DWELLINGS BACK TO SINGLE FAMILY HOMES AND STIMULATE REINVESTMENT BY OTHERS WITH OUR NEW CONSTRUCTION PROJECTS. WE LOWER OVERALL NEIGHBORHOOD DENSITY, ELIMINATE BLIGHT, AND INCREASE ECONOMIC DIVERSITY. OUR PROJECTS COUNTER DECADES OF DISINVESTMENT AND EXTEND THE LIVES OF STRUCTURALLY SOUND HOMES. OUR WORK LOWERS ENERGY CONSUMPTION AND MAINTENANCE COSTS FOR RESIDENTS.ACHIEVEMENTS:NEIGHBORWORKS GREEN BAY SOLD TWO HOMES IN 2023 AND COMPLETED RENOVATION OF A TWO-UNIT APARTMENT. A SINGLE-FAMILY HOME WAS CONSTRUCTED AND SOLD TO OWNER OCCUPANTS USING FUNDING FROM THE ADOPT-A-HOME PROGRAM AT 421 4TH STREET AND ANOTHER SINGLE-FAMILY HOME WAS CONSTRUCTED AND SOLD TO A LOW-INCOME FAMILY (BELOW 80% AMI) USING HOME FUNDS AT 1208 DOTY STREET. THE TWO UNIT APARTMENT RENOVATION WAS COMPLETED AND RENTED IN 2023. IN 2023, THE ORGANIZATION BEGAN NEW CONSTRUCTION OF TWO SINGLE FAMILY PROJECTS USING A MIXTURE OF THEIR OWN FUNDS AND DONOR FUNDS. ALL IN PROGRESS PROJECTS ARE TO BE COMPLETED IN 2024 AND SOLD TO OWNER-OCCUPANTS. IN 2023, IN PARTNERSHIP WITH A TEN COUNTY CONSORTIUM, WE CONTINUED TO PROVIDE HOUSING QUALITY STANDARDS INSPECTIONS, HOME REPAIR SCOPE-WRITING, CONSTRUCTION PROJECT OVERSIGHT, AND ADDED LEAD TESTING, FOR AN OWNER-OCCUPIED HOME REHABILITATION LOAN PROGRAM ADMINISTERED BY BROWN COUNTY.
