PRIMARY ACTIVITIES ARE EARLY INTERVENTION (EI) CLAIMS PROCESSING SERVICES AND WOMEN, INFANTS AND CHILDREN (WIC) MANAGEMENT INFORMATION SYSTEM (MIS) DEVELOPMENT AND IMPLEMENTATION, MAINTENANCE, SUPPORT AND HOSTING. CQUEST ALSO SUPPORTS THE DELIVERY OF QUALITY HEALTH CARE TO THE MEDICALLY UNDERSERVED THOUGH CONTRIBUTIONS TO THE ILLINOIS COMMUNITY HEALTH FOUNDATION, INC.

WOMEN, INFANTS, AND CHILDREN (WIC) OPERATIONS. WIC IS A SPECIAL SUPPLEMENTAL NUTRITION PROGRAM THAT PROVIDES FEDERAL GRANTS TO NON-BREASTFEEDING POSTPARTUM WOMEN, AND TO INFANTS AND CHILDREN UP TO AGE FIVE WHO ARE FOUND TO BE AT NUTRITIONAL RISK. IN CARRYING OUT ITS MISSION, CQUEST SUPPORTS THIS PROGRAM BY PROVIDING WIC MANAGEMENT INFORMATION SYSTEM (MIS) SUPPORT SERVICES FOR THE MULTI-STATE CONSORTIUM (MSC) AND STATE OF TENNESSEE. THE MSC IS A CONSORTIUM OF WIC PROGRAMS FROM THE STATES OF HAWAII, KANSAS, AND NEW HAMPSHIRE, AND THE INDIAN TRIBAL ORGANIZATION (ITO) REFERRED TO AS THE INTER TRIBAL COUNCIL OF ARIZONA (ITCA). SUPPORT SERVICES INCLUDE OPERATIONS AND MAINTENANCE, NETWORK SERVICES, DATABASE ADMINISTRATION, SECURITY MANAGEMENT, AD HOC REPORTING SERVICES, AND HELP DESK SERVICES. IN ADDITION, CQUEST DEVELOPS WIC MIS FEATURES/UPGRADES THAT IMPROVE THE FUNCTIONALITY FOR THESE CUSTOMERS. AS OF JUNE 30, 2022, CQUEST WAS IN THE DEVELOPMENT PHASE OF TRANSFERRING, MODIFYING, AND IMPLEMENTING A WIC MIS FOR THE STATE OF OREGON. PARTICIPANTS WITHIN THESE FIVE STATES AND ONE TRIBAL ORGANIZATION TOTAL APPROXIMATELY 279,000.
EARLY INTERVENTION (EI) OPERATIONS. CQUEST'S EI CENTRALIZED BILLING OFFICE (CBO) GENERATES VOUCHERS AND PAYMENT RECORDS FOR CLAIMS ON ILLINOIS EI SERVICES. ILLINOIS' EI PROGRAM IS A STATEWIDE PROGRAM ADMINISTERED BY THE ILLINOIS DEPARTMENT OF HUMAN SERVICES THAT PROVIDES EI SERVICES TO CHILDREN UNDER 3 YEARS OF AGE WHO HAVE DEVELOPMENTAL DELAYS OR DISABILITIES. THE CBO ALSO GENERATES AND PROCESSES RECOUPMENT CLAIMS TO MEDICAID, MANAGES FAMILY PARTICIPATION FEES, AND PRINTS AND DISTRIBUTES INVOICES, STATEMENTS AND REPORTS TO ALL THE EI PROGRAM STAKEHOLDERS. FROM JULY 1, 2021 THRU JUNE 30, 2022, THE CBO PROCESSED IN EXCESS OF 1.37 MILLION CLAIMS TOTALING OVER $108 MILLION. THERE ARE APPROXIMATELY 4,300 SERVICE PROVIDERS DELIVERING EI SERVICES TO ALMOST 25,000 CHILDREN ACROSS THE STATE OF ILLINOIS AT ANY GIVEN TIME.
INFORMATION SECURITY AND HOSTING. CQUEST PROVIDES INFORMATION SECURITY MANAGEMENT AND APPLICATION SYSTEM HOSTING SERVICES FOR SEVERAL OF ITS CUSTOMERS, SPECIFICALLY HAWAII (WIC), KANSAS (WIC), NEW HAMPSHIRE (WIC), ILLINOIS (EI-CBO), AND KENTUCKY (CATALYST GRANTS MANAGEMENT SYSTEM). KENTUCKY SERVICES ENDED ON AUGUST 31, 2021.
