PREPURCHASE AND FINANCIAL LITERACY SERVICES - FREE EDUCATION CLASSES AND INDIVIDUAL COUNSELING TO HELP FIRST TIME HOMEBUYERS AND RENTERS (PARTICULARLY LOW INCOME HOUSHEOLDS AND OTHER TRADITIONALLY UNDERSERVED POPULATIONS) IMPROVE THEIR FINANCIAL MANAGEMENT SKILLS, MAKE INFORMED CONSUMER CHOICES AND BECOME RESPONSIBLE HOMEOWNERS OR RENTERS.
