FEDERAL GOVERNMENT RELATIONS - NCTR BELIEVES THAT THE FEDERAL GOVERNMENT SHOULD ENACT TAX LAWS AND PROMULGATE REGULATIONS THAT ENCOURAGE THE CONTINUATION OF EMPLOYER-SPONSORED PENSION PLANS WHILE CREATING INCENTIVES FOR ALL EMPLOYEES TO INCREASE THEIR PERSONAL SAVINGS THROUGH THE UTILIZATION OF SUPPLEMENTAL TAX-DEFERRED RETIREMENT SAVINGS PLANS. FURTHER, FEDERAL TAX POLICIES SHOULD FACILITATE THE PORTABILITY OF RETIREMENT SAVINGS BY ALLOWING THE TRANSFER OF FUNDS FROM ONE PLAN TO ANOTHER WITHOUT PENALTY.
