TO PROVIDE HOUSING TO LOW-INCOME PERSONS WITH DEVELOPMENTAL DISABILITIES, SO THEY MAY LIVE INDEPENDENTLY WITHIN THE COMMUNITY, BY OPERATING A 10 UNIT RESIDENTIAL APARTMENT PROJECT LOCATED IN PORTLAND, OREGON. THE ORGANIZATION OPERATES THE PROJECT UNDER THE PROVISIONS OF SECTION 811 OF THE NATIONAL HOUSING ACT OF 1990 (ACT) AND HAS RECEIVED A CAPITAL ADVANCE FROM THE FEDERAL HOUSING ADMINISTRATION OF THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD). THE PROJECT IS REGULATED BY HUD AS TO RENTAL CHARGES AND OPERATING METHODS AND RECEIVES SUBSIDIES PURSUANT TO A PROJECT RENTAL ASSISTANCE CONTRACT (PRAC), WHICH SETS FORTH THE RIGHTS AND DUTIES OF THE ORGANIZATION AND HUD WITH RESPECT TO THE PROJECT'S RENTAL SUBSIDY PAYMENTS.
