THE VISION FOR THE HOMELESS ASSISTANCE LEADERSHIP ORGANIZATION (HALO) IS THAT ALL HOMELESS INDIVIDUALS AND FAMILIES IN RACINE COUNTY WILL BE PROVIDED EMERGENCY FOOD, CLOTHING, SHELTER, PERMANENT HOUSING, AND SUPPORTIVE SERVICES THROUGH A COLLABORATIVE STRUCTURE THAT EFFECTIVELY COORDINATES SERVICES, SHARES INFORMATION, INCREASES FUNDING, AND ELIMINATES DUPLICATION AND GAPS IN SERVICES.

THE HOMELESS ASSISTANCE LEADERSHIP ORGANIZATION (HALO) OPERATES EMERGENCY SHELTER AND PERMANENT SUPPORTIVE HOUSING PROGRAMS. THE SHELTER IS A 120-BED FACILITY LOCATED IN RACINE, WISCONSIN. HALO MEETS EMERGENCY SHELTER NEEDS FOR MEN, WOMEN, AND/OR FAMILIES WITH MINOR CHILDREN WHO ARE EXPERIENCING HOMELESSNESS. HALO PROVIDES SUPPORTIVE SERVICES, AS WELL AS COORDINATING SUPPORTIVE SERVICES WITH OTHER SERVICE PROVIDERS WHICH HELP HOMELESS ADULTS REGAIN SELF-SUFFICIENCY AND HOUSING STABILITY. ADDITIONALLY, OUR SUPPORTIVE SERVICES ENSURE THAT CHILDREN AT HALO RECEIVE POSITIVE SUPPORT AND ENCOURAGEMENT THROUGH STABLE LIVING AND LEARNING ENVIRONMENTS. HALO LEASES APARTMENTS THROUGH ITS PERMANENT HOUSING PROGRAM FOR PERSONS WHO ARE HOMELESS AND DISABLED. AS OF JUNE 30, 2022, HALO WAS LEASING 29 PERMANENT HOUSING APARTMENTS.
