THE MISSION OF THE OREGON WATER RESOURCES CONGRESS IS TO PROMOTE THE PROTECTION AND USE OF WATER RIGHTS AND THE WISE STEWARDSHIP OF WATER RESOURCES. THE OREGON WATER RESOURCES CONGRESS PROMOTES THE DEVELOPMENT, CONTROL, CONSERVATION, PRESERVATION AND UTILIZATION OF LAND AND WATER RESOURCES OF THE STATE OF OREGON; WORKS TOWARD THE RECLAMATION OF LAND BY IRRIGATION, DRAINAGE, CLEARING, CONSERVATION PRACTICES AND ANY OTHER METHOD OF PRACTICE NOT OPPOSED TO THE FOREGOING GOALS; AND ASSISTS ANY OTHER ORGANIZATION, AS A MEMBER THEREOF OR OTHERWISE, IN THE FURTHERANCE OF ANY OR ALL OF THESE PURPOSES.

FEDERAL ADVOCACY: ADVOCATED FOR IRRIGATION DELIVERY SYSTEMS IN FEDERAL RULE MAKING, INCLUDING ISSUES THAT AFFECT MEMBERS ABILITIES TO MANAGE AND DELIVER IRRIGATION WATERS. HELPED DEVELOP PROPOSED FEDERAL LEGISLATION WORKING WITH OREGON'S CONGRESSIONAL DELEGATION.
STATE ADVOCACY: ADVOCATED FOR IRRIGATION WATER DELIVERY SYSTEMS IN STATE REGULATORY RULE MAKING, INCLUDING WATER RIGHTS MANAGEMENT AND ADMINISTRATION, WATER QUALITY ISSUES AND PUBLIC AGENCY MANAGEMENT. HELPED DEVELOP AND SPONSOR LEGISLATION SUPPORTING MEMBERS ABILITY TO DELIVER IRRIGATION WATER.
EDUCATION: HELD ANNUAL CONFERENCE ATTENDED BY OVER 100 FOCUSING ON ISSUES AFFECTING DELIVERY OF IRRIGATION WATER, AND OPERATIONS AND MANAGEMENT OF WATER DELIVERY SYSTEMS. ALSO HELD SEMINARS AND WORKSHOPS ON SPECIFIC TOPICS LIKE PUMP MAINTENANCE, OFFICE MANAGEMENT AND DISTRICT MANAGER TRAINING.
