THE GOODS & SERVICES ARE PROVIDED AT VERY LOW COSTS AND ARE NOT OTHERWISE COMMERCIALLY AVAILABLE. ALSO, THE SELECTION OF RESIDENTS IS CONTROLLED BY GOVT FUNDING.
