TO PROMOTE, WITHIN THE TERRITORY COVERED BY THE CHARTER FROM TIME TO TIME GRANTED IT BY THE BOY SCOUTS OF AMERICA AND IN ACCORDANCE WITH THE CONGRESSIONAL CHARTER, BYLAWS, AND RULES AND REGULATIONS OF THE BOY SCOUTS OF AMERICA, THE SCOUTING PROGRAM OF PROMOTING THE ABILITY OF BOYS AND GIRLS AND YOUNG MEN AND WOMEN TO DO THINGS FOR THEMSELVES AND OTHERS, TRAINING THEM IN SCOUTCRAFT, AND TEACHING THEM PATRIOTISM, COURAGE, SELF-RELIANCE, AND KINDRED VIRTUES, USING THE METHODS WHICH ARE NOW IN COMMON USE BY THE BOY SCOUTS OF AMERICA.

THE BLUE MOUNTAIN COUNCIL ACHIEVED AN ALMOST 4% INCREASE IN MEMBERSHIP OVER THE PRIOR YEAR, A SIGNIFICANT MILESTONE IN THE COUNCILS EFFORTS TO SERVE MORE YOUTH AND FAMILIES IN THE COMMUNITIES THROUGHOUT SOUTHEASTERN WASHINGTON AND NORTHEASTERN OREGON. THE COUNCIL ENDED THE YEAR 2022 WITH 1,029 CUB SCOUTS, SCOUTS, VENTURERS, AND EXPLORERS IN 50 DIFFERENT PACKS, TROOPS, CREWS, AND POSTS THROUGHOUT THE COUNCIL, MARKING AN INCREASE OF 38 TOTAL REGISTERED YOUTH OVER THE PRIOR YEAR. FURTHERMORE, EFFORTS TO SERVE FAMILIES OF ALL BACKGROUNDS, INCLUDING GIRLS IN BOTH CUB SCOUTS AND SCOUTS BSA, WERE IMPACTFUL AS THE COUNCIL GREW ITS FEMALE MEMBERSHIP BY 2% OVER THE PRIOR YEAR. THOSE SAME EFFORTS HELPED TO IMPROVE THE COUNCILS ETHNIC DIVERSITY BY NEARLY 2.5%. SCOUTS AND CUB SCOUTS IN THE BLUE MOUNTAIN COUNCIL EARNED 603 RANKS AND 1,281 MERIT BADGES, WITH 46 SCOUTS ACHIEVING THE ESTEEMED EAGLE SCOUT RANK. TOGETHER THESE EAGLE SCOUTS AND THEIR MANY VOLUNTEERS LOGGED NEARLY 6,000 HOURS TO COMPLETE THEIR RESPECTIVE PROJECTS, NOT TO MENTION MORE THAN 24,000 ADDITIONAL HOURS OF SERVICE BY SCOUTS ON A MULTITUDE OF ADDITIONAL SERVICE PROJECTS FOR THE COMMUNITY.
