EAST COUNTY RISING COMMUNITY PROJECTS IS A GRASSROOTS ORGANIZATION ENERGIZING EAST MULTNOMAH COUNTY RESIDENTS TO CREATE EQUITABLE, LIVABLE COMMUNITIES CENTERING UNDERREPRESENTED MARGINALIZED PEOPLE.

OUR LEADERSHIP DEVELOPMENT PROGRAMS ARE ROOTED IN TEACHING, TRAINING, AND SUPPORTING BIPOC YOUTH AND ADULTS FROM OUR COMMUNITY ON CIVIC ENGAGEMENT, COALITION BUILDING, AND COMMUNITY ORGANIZING. WE CONCLUDED OUR FIRST COHORT IN THE SUMMER OF 2022, WITH 6 WOMEN OF COLOR, WHO WERE SELECTED TO BE A PART OF OUR RISING FELLOWSHIP FOR 9 MONTHS. THIS IS A PAID WORK EXPERIENCE WITH SKILL-BUILDING OPPORTUNITIES AND MENTORSHIP TO THE FUTURE LEADERS OF OUR COMMUNITY. WE EVALUATED AND REVAMPED OUR CURRICULUM FOR THE SECOND COHORT TO BE LAUNCHED IN 2023.
YOUTH LEAD WAS OUR EDUCATION AND LEADERSHIP DEVELOPMENT PROGRAM LAUNCHED IN 2020 THAT FOCUSED ON BIPOC YOUTH AGES 16-22 OFFERING COMMUNITY BUILDING, LEARNING, PERSONAL LEADERSHIP, AND SKILL DEVELOPMENT. IT WAS RELAUNCHED AS PART OF A COALITION WITH PARTICIPATORY BUDGETING OREGON AND OTHERS AS YOUTH VOICE, YOUTH VOTE. OUR YOUTH PARTICIPANTS SECURED OVER 1 MILLION IN ARPA FUNDS FROM LOCAL GOVERNMENTS TO PILOT THE PROJECT IN EARLY 2022 THROUGH A YOUTH PARTICIPATORY BUDGETING PROCESS. IN A YOUTH-LED, YOUTH-DRIVEN PROCESS, IDEAS FOR INVESTMENT WERE COLLECTED IN LATE 2022. THE PROJECTS WILL BE SELECTED AND IMPLEMENTED IN OUR COMMUNITY IN 2023-2024.
OUR PRIMARY CIVIC EDUCATION PROGRAM IS OUR COMMUNITIES, OUR VOICES, DESIGNED TO TEACH UNDERREPRESENTED COMMUNITY MEMBERS ABOUT KEY CIVIC CONCEPTS, INCLUDING THE PURPOSES OF VARIOUS GOVERNMENT BODIES, AS WELL AS HOW AND WHY TO ENGAGE WITH THEM. ECRCP STAFF CONDUCT THESE OCOV TRAININGS SO THAT THEY COINCIDE WITH OPPORTUNITIES TO INFLUENCE PROCEEDINGS WITHIN RELEVANT JURISDICTIONS AND LEVELS OF GOVERNMENT. FOR MANY PARTICIPANTS, THIS IS THEIR FIRST EXPERIENCE LEARNING HOW TO ENGAGE DECISION-MAKERS AND ADVOCATE FOR THINGS NEEDED IN THEIR COMMUNITIES. THESE TRAININGS FOCUS ON LOCAL COUNCILS AND COMMISSIONS, SUCH AS SCHOOL DISTRICTS, CITIES, COUNTY, AND METRO. PARTICIPANTS LEARN BASICS ABOUT HOW THESE COUNCILS AND COMMISSIONS FUNCTION, EXAMPLES OF POLICY THEY SET, AND HOW TO ANALYZE THE STRUCTURAL INEQUITIES AND POWER DYNAMICS AT PLAY WITHIN THEM.
