SMART JUSTICE REFORM - THE ACLU FOUNDATION OF TEXAS IS BUILDING SUPPORT TO DRIVE REFORM OF THE CRIMINAL LEGAL SYSTEM. TEXAS IS GROUND-ZERO FOR PRETRIAL INCARCERATION REFORM, AND WE CONTINUE TO WORK FOR REFORMS THAT REDUCE THE NUMBER OF PEOPLE HELD PRETRIAL AND ADDRESS OTHER FACTORS THAT DRIVE HIGH INCARCERATION RATES.
