INGAA IS AN ADVOCACY ORGANIZATION THAT REPRESENTS THE INTERSTATE NATURAL GAS PIPELINE INDUSTRY IN THE UNITED STATES. INGAA REPRESENTS THE INTERESTS OF ITS MEMBERS THROUGH COMMENTS ON RULEMAKINGS AND OTHER REGULATORY INITIATIVES UNDERTAKEN BY FEDERAL AGENCIES WITH JURISDICTION OVER ITS MEMBER COMPANIES' ACTIVITIES OR WHOSE ACTIONS OTHERWISE AFFECT ITS MEMBER COMPANIES, TESTIMONY FILED AND DIRECT ADVOCACY WITH COMMITTEES OF THE UNITED STATES CONGRESS AND, ON OCCASION, THROUGH PARTICIPATION IN FEDERAL AND STATE JUDICIAL PROCEEDINGS IN WHICH ITS MEMBERS' COLLECTIVE INTERESTS ARE AT STAKE.

REGULATORY/ENVIRONMENT:INGAA DEVELOPED AND ADVOCATED FOR PROPOSED REVISIONS TO NEPA, CWA SECTION 401, NATIONWIDE PERMITS, AND OTHER APPLICABLE FEDERAL REGULATIONS. INGAA ACTIVELY ENGAGES WITH THE FEDERAL ENERGY REGULATORY COMMISSION AND FILED EXTENSIVE COMMENTS IN RESPONSE TO PROCEEDINGS RELATED TO FERC'S FORUMS ON GAS-ELECTRIC RELIABILITY ISSUES, ENVIRONMENTAL JUSTICE, AND OTHER APPLICABLE PROPOSED REGULATIONS. INGAA CONTINUED TO ENGAGE IN LITIGATION WHERE PRECEDENTIAL QUESTIONS OR REGULATIONS AFFECTING INTERSTATE NATURAL GAS PIPELINES ARE AT STAKE INCLUDING FILING BRIEFS RELATED TO MOUNTAIN VALLEY PIPELINE, EPA'S GOOD NEIGHBOR RULE AND PHMSA'S GAS TRANSMISSION RULE 2. INGAA DEVELOPED AND PROMOTED ASSOCIATION POSITIONS AND COMMITMENTS RELATED TO CLIMATE CHANGE. INGAA FILED COMMENTS IN MULTIPLE ENVIRONMENTAL RULEMAKINGS INCLUDING RELATED TO THE EPA METHANE RULE, EPA GOOD NEIGHBOR FINAL RULE, AND PROPOSED CEQ NEPA REGULATIONS. INGAA ACTIVELY PARTICIPATED IN THE NAESB GAS ELECTRIC HARMONIZATION FORUM. INGAA PARTICIPATES IN INITIATIVES WITH INDUSTRY GROUPS AND THE FEDERAL GOVERNMENT TO ENHANCE THE PHYSICAL AND CYBERSECURITY OF NATURAL GAS PIPELINES. THIS INCLUDES PARTICIPATION IN THE OIL AND NATURAL GAS SECTOR COORDINATING AND PARTNERSHIP WITH THE DOWNSTREAM NATURAL GAS ISAC.
LEGISLATIVE:INGAA SUPPORTS LEGISLATIVE POLICIES THAT PROMOTE THE DEVELOPMENT OF NATURAL GAS INFRASTRUCTURE, AND THE SAFE, EFFICIENT OPERATION OF NATURAL GAS PIPELINES. INGAA JOINED WITH OTHER LIKE-MINDED STAKEHOLDERS IN ADVOCATING THESE POLICIES TO THE U.S. CONGRESS. SPECIFICALLY, INGAA ADVOCATED FOR MEANINGFUL PERMITTING REFORM LEGISLATION AND THE DEVELOPMENT OF PIPELINE SAFETY LEGISLATION.
SAFETY:INGAA ACTIVELY ENGAGES WITH THE PIPELINE AND HAZARDOUS MATERIALS SAFETY ADMINISTRATION. NOTABLY, INGAA SUBMITTED COMMENTS RELATED TO PHMSA'S PROPOSED GAS PIPELINE LEAK DETECTION AND REPAIR RULE. INGAA ALSO FACILITATED MEMBER COMPANY ENGAGEMENT IN PHMSA'S TWO GPAC MEETINGS IN 2023.
