ESTABLISHED FOR THE PURPOSE OF IMPROVING THE QUALITY OF JUSTICE FOR VICTIMS OF CRIME. IN 1982 A GROUP OF CITIZENS BEGAN A GRASS ROOTS EFFORT TO ORGANIZE VICTIMS OF CRIME INTO AN ORGANIZATION THAT COULD PROVIDE VICTIMS ASSISTANCE.

VOCAL INITIALLY FOCUSED ON LEGISLATION TO RECTIFY THE IMBALANCE OF CRIME VICTIMS. THE ORGANIZATION PROVIDES FREE COUNSELING FROM A CERTIFIED COUNSELOR, SUPPORT AT TRIALS AND PAROLE HEARINGS, CRIME SCENE CLEANUP, DEATH NOTIFICATION, INFORMING THE VICTIMS OF THEIR RIGHTS, AND APPRISING THE PUBLIC OF THE PLIGHT OF CRIME VICTIMS.
