THE ORGANIZATION HAS SOUGHT OUT THOSE PEOPLE; WHO ARE BELOW THE POVERTY LEVEL; WHO ARE IN EMERGENCY SITUATIONS THAT WOULD TEND TO CAUSE THEM SEVERE HARM WITHOUT SOME ASSISTANCE; WHO HAVE MEDICAL AND OTHER BILLS THEY ARE UNABLE TO MEET; AND WHO ARE GENERALLY "DOWN AND OUT." THE ORGANIZATION RECEIVES RECOMMENDATIONS FOR SUCH INDIVIDUALS ON A NONDISCRIMINATORY BASIS AND MAKES AN INDEPENDENT DETERMINATION AS TO THE EXTENT OF THE NEED.
