THIS INCLUDES PROVIDING EDUCATIONAL OPPORTUNITIES IN RECREATIONAL PROGRAMS, PERFORMING ARTS, LOCAL LIBRARIES, CIVIC AND CULTURAL PROGRAMS, HISTORICAL PRESERVATION, AND OTHER INITIATIVES TO PROMOTE HEALTH AND WELFARE OF CITIZENS.
