4A. RENTAL PROGRAMS. CFH BEGAN OWNING AND MANAGING RENTAL PROPERTIES IN 2008; CFH OWNS 7 AFFORDABLE DWELLING UNITS (ADU) IN ARLINGTON AND 2 IN FAIRFAX. IN ADDITION, CFH OWN 7 WORKFORCE RENTAL UNITS IN FREDERICKSBURG. ALL CFH TENANTS FALL WITHIN THE LOW TO MODERATING INCOME CATEGORY. CFH ALSO CO-OWNS ITS ORIGINAL APARTMENT COMPLEX DEVELOPMENT, A 30-UNIT APARTMENT COMPLEX LOCATED IN FAIRFAX. NATIONAL HOUSING TRUST IS THE MANAGING PARTNER. IN JANUARY 2018, CFH PURCHASED A MOBILE HOME PARK, WHICH IS PROVIDING HOMES TO 60 HOUSEHOLDS. THE CFH RENTAL PROGRAM PROVIDES RENTAL HOUSING OPPORTUNITIES TO APPROXIMATELY 400 INDIVIDUALS A YEAR.
4B. SENIOR RENTAL ASSISTANCE. THE VIRGINIA ELY SENIOR RENTAL ASSISTANCE PROGRAM PROVIDES MONTHLY RENTAL SUBSIDIES TO SENIORS WHOSE INCOMES DO NOT EXCEED 30% OF THE AREA MEDIAN INCOME. THE PARTICIPATING SENIORS HAVE ANNUAL INCOMES RANGING FROM $9,036 - $24,406. PARTICIPANTS USE 40% OF THEIR INCOME AS THEIR RENT; THE PROGRAM PAYS THE BALANCE. THE CURRENT AVERAGE SUBSIDY IS $415.06. SENIOR PARTICIPANTS HAVE THE ABILITY TO LIVE INDEPENDENTLY AND PROVIDE FOR THEIR OTHER BASIC NEEDS. DURING FY 19, CFH PROVIDED SUBSIDIES TO 58 SENIOR HOUSEHOLDS.
4C. DPA. CFH IS COMPLETING ITS SIXTH YEAR OF ADMINISTERING THE VIRGINIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENTS DOWN PAYMENT ASSISTANCE PROGRAM PROVIDING ASSISTANCE TO FIRST-TIME HOME BUYERS WHOSE ANNUAL GROSS ANNUAL INCOME DOES NOT EXCEED 80% OF THE AREA MEDIAN INCOME. ASSISTANCE IS PROVIDED TO ELIGIBLE APPLICANTS IN THE COUNTIES OF PRINCE WILLIAM, FAIRFAX, ARLINGTON AND LOUDOUN.
