UMBRELLA CONTRACT: PROVIDE TECHNICAL ASSISTANCE TO THE LANDOWNERS OF THE COUNTIES OF BERKS, COLUMBIA, MONTOUR, NORTHUMBERLAND, AND SCHUYKILL IN PENNSYLVANIA AS THEY ENROLL AND RE-ENROLL IN THE CONSERVATION RESERVE ENHANCEMENT PROGRAM OF THE USDA. IN EXCHANGE FOR REMOVING ENVIRONMENTALLY SENSITIVE LAND FROM PRODUCTION AND INTRODUCING CONSERVATION PRACTICES, FARMERS, RANCHERS, AND AGRICULTURAL LAND OWNERS ARE PAID AN ANNUAL RENTAL RATE. EMPLOYEES OF PNERCD ALSO PROVIDE ADMINISTRATIVE SUPPORT IN VARIOUS REGIONAL OFFICES OF THE US NATIONAL RESOURCE CONSERVATION SERVICE. BUDGETARILY THESE EFFORTS ARE GROUPED UNDER THE NAME "UMBRELLA".
IN RESPONSE TO PENNSYLVANIA'S ENVIRONMENTAL CHALLENGES, THE CONSORTIUM FOR SCIENTIFIC ASSISTANCE TO WATERSHEDS (CSAW) HAS, SINCE 2001, DEVELOPED AND IMPLEMENTED A SUCCESFUL CAPACITY-BUILDING MODEL THAT PROVIDES WATERSHED GROUNDS, LAKE MANAGEMENT ASSOCIATIONS, AND COMMUNITY AND MUNICIPAL LEADERS THE NECESSARY PROGRAMATIC AND TECHNICAL ASSISTANCE TO EFFECTIVELY ADDRESS LOCAL WATER-QUALITY CONCERNS, RESTORATION, AND PROTECTION EFFORTS ACROSS THE COMMONWEALTH OF PENNSYLVANIA.
