JOTF SEEKS TO INTEGRATE WORKFORCE DEVELOPMENT WITH ECONOMIC AND COMMUNITY DEVELOPMENT, AND TO RESPOND TO THE WORKFORCE NEEDS OF BOTH EMPLOYERS AND JOB SEEKERS. JOTF ACHIEVES THESE AIMS THROUGH ADVOCACY, PROGRAM DEVELOPMENT, PUBLIC EDUCATION, AND RESEARCH. JOTF CARRIES OUT ITS MISSION THROUGH THE FOLLOWING STRATEGIES:BRING TOGETHER EMPLOYERS, WORKFORCE AGENCIES, AND TRAINING PROVIDERS TO CREATE SECTORAL PIPELINES THAT RESPOND TO EMPLOYERS' NEEDS FOR SKILLED WORKERS.DEVELOP AND ADVOCATE POSITIONS ON POLICIES, PROGRAMS, LEGISLATION, AND GOVERNMENT BUDGETS RELEVANT TO JOTF'S GOALS FOR THE POPULATION IT IS WORKING TO SERVE.SEEK TO REDUCE BARRIERS TO EMPLOYMENT FOR SPECIAL POPULATIONS, SUCH AS INDIVIDUALS WITH CRIMINAL RECORDS.INCREASE PUBLIC AWARENESS OF WORKFORCE DEVELOPMENT AND EMPLOYMENT RELATED ISSUES, PARTICULARLY AS THEY RELATE TO INCREASING OPPORTUNITIES FOR LOW-SKILLED, LOW-WAGE WORKERS AND JOB SEEKERS. INCREASE THE MULTICULTURAL COMPETENCE OF EMPLOYERS AND INCREASE WORKPLACES THAT WELCOME AND VALUE INDIVIDUALS OF DIFFERENT RACES AND CULTURES.INCREASE THE FINANCIAL SECURITY OF LOW-INCOME INDIVIDUALS.
IN MAY 2020, JOTF ESTABLISHED THE COMMUNITY BAIL FUND FOR BALTIMORE CITY TO PROVIDE BAIL PAYMENTS FOR ELIGIBLE RESIDENTS REPRESENTED BY THE MARYLAND OFFICE OF THE PUBLIC DEFENDER. JOTF IS REIMBURSED IF THE BAILRECIPIENT ATTENDS THE SCHEDULED COURT HEARING AND THE MONEY IS APPLIED TO A FUTURE BAIL PAYMENT AS THE PROGRAM CONTINUES. MANAGEMENT DETERMINED THAT IT IS PROBABLE THAT SOME RECIPIENTS OF FUNDING UNDER THE PROGRAM WILLNOT ATTEND THEIR COURT HEARING, AND THE RELATED BAIL FUNDS WILL BE FORFEITED AT THAT TIME. THEREFORE, MANAGEMENT PROVIDED FOR AN ALLOWANCE FOR DOUBTFUL ACCOUNTS TO ESTIMATE THE AMOUNT OF FORFEITED FUNDS THAT WOULD OCCUR.SINCE ITS LAUNCH, JOTF HAS HOSTED NINE (9) COMMUNITY BAILOUT EVENTS AT THE BALTIMORE CENTRAL BOOKING AND INTAKE CENTER. AS OF DECEMBER 31, 2021, JOTF HAS SUCCESSFULLY POSTED $280,501 IN BAIL FOR THIRTY-FOUR (34) INDIVIDUALS, INCLUDING EIGHT PERCENT (8%) OF THE CLIENTS WHO DID NOT APPEAR FOR COURT AND HAVE RECEIVED NEARLY $210,000 BACK FROM THE COURTS DUE TO SUCCESSFUL COURT APPEARANCES.
