MONTGOMERY COUNTY COALITION FOR THE HOMELESS, INC. ("MCCH- OR THE "ORGANIZATION") IS A NON-PROFIT CORPORATION, ORGANIZED IN MARYLAND, WHOSE EXEMPT PURPOSE IS TO LEAD THE EFFORT TO END HOMELESSNESS IN THE COMMUNITY BY CREATING HOUSING OPTIONS, PROVIDING SUPPORTIVE SERVICES, AND FACILITATING COLLABORATION, EDUCATION AND ADVOCACY BASED ON THE BELIEF THAT EVERY PERSON IS ENTITLED TO THE DIGNITY OF A HOME. MCCH IS PROHIBITED BY ITS CHARTER DATED JULY, 1990, AND AS REVIVED JUNE 14, 1993, FROM ISSUING CAPITAL STOCK. MCCH SERVES THE HOMELESS AND FORMERLY HOMELESS POPULATIONS IN MONTGOMERY COUNTY, MARYLAND. IN PURSUIT OF THE GOALS OF ITS EXEMPT PURPOSE, MCCH OPERATES 13 PROGRAMS.

THE PARTNERSHIP FOR PERMANENT HOUSING (PPH): PROVIDES PERMANENT SUPPORTIVE HOUSING FOR 115 FORMERLY HOMELESS FAMILIES AND 47 SINGLE ADULTS IN SCATTERED-SITES THROUGHOUT MONTGOMERY COUNTY. PPH IS FUNDED BY THE HOUSING OPPORTUNITIES COMMISSION (HOC), MONTGOMERY COUNTY DHHS AND THE MONTGOMERY COUNTY DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS.
SAFE HAVENS: THE SAFE HAVENS PROGRAM PROVIDED EMERGENCY HOUSING AND SUPPORTIVE SERVICES FOR 20 MEN AND WOMEN WITH SEVERE AND PERSISTENT MENTAL ILLNESS OR CO- OCCURRING DISORDERS EXPERIENCING HOMELESSNESS. THE PROGRAM WAS FUNDED PRIMARILY BY A GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AND WAS REFERRED TO BY MCCH AS THE "SAFE HAVENS." THE SAFE HAVENS PROGRAM ENDED IN FY19.
THE HOME BUILDERS CARE ASSESSMENT CENTER (HBCAC) PROVIDES EMERGENCY SHELTER AND SUPPORTIVE SERVICES TO MEN WHO ARE EXPERIENCING HOMELESSNESS. HBCAC'S STANDARD CAPACITY WAS 60 MEN AND INCREASED TO UP TO 236 MEN DURING HYPOTHERMIA SEASON; HOWEVER, DURING THE COVID-19 PANDEMIC, HBCAC HAS BEEN OPERATING AT 3 LOCATIONS AND SERVING UP TO 200 RESIDENTS NIGHTLY. THIS PROGRAM IS PRINCIPALLY FUNDED BY GRANTS FROM MONTGOMERY COUNTY DEPARTMENT OF HEALTH AND HUMAN SERVICES (DHHS), THE STATE OF MARYLAND DEPARTMENT OF HUMAN RESOURCES AND WITH COMMUNITY DEVELOPMENT BLOCK GRANTS FUNDS THROUGH THE MONTGOMERY COUNTY DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS WITH SUPPORT FROM THE CITIES OF GAITHERSBURG AND ROCKVILLE.
VETERANS AFFAIRS (VA) SAFE HAVENS WAS ESTABLISHED IN PARTNERSHIP WITH THE U.S. DEPARTMENT OF VETERANS AFFAIRS TO PROVIDE EMERGENCY HOUSING AND SUPPORTIVE SERVICES FOR 19 VETERANS WITH SEVERE AND PERSISTENT MENTAL ILLNESS OR CO-OCCURRING DISORDERS EXPERIENCING HOMELESSNESS. VA SAFE HAVENS OPERATES IN LAYTONSVILLE. FUNDING IS PROVIDED BY THE DEPARTMENT OF VETERANS AFFAIRS. HOPE HOUSING PROVIDES PERMANENT SUPPORTIVE HOUSING FOR 40 SINGLE ADULTS AND TWO FAMILIES WITH DISABILITIES IN SHARED HOUSES THROUGHOUT MONTGOMERY COUNTY. MCCH PROVIDES DIRECT SERVICES FOR THE 40 SINGLE ADULTS AND SERVICES FOR THE TWO FAMILIES ARE ADMINISTERED BY A PARTNER AGENCY. FUNDING IS PROVIDED BY THE MONTGOMERY COUNTY DHHS, U.S. DEPARTMENT OF HUD AND THE CITY OF ROCKVILLE. SENECA HEIGHTS APARTMENTS, A FORMER MOTEL, WAS CONVERTED BY MCCH TO PERMANENT SUPPORTIVE HOUSING FOR 40 FORMERLY HOMELESS SINGLE ADULTS AND 17 FAMILIES. MCCH CONTRACTS WITH THE COUNTY FOR THE OPERATION OF THE FACILITY AND RECEIVES FUNDING FROM HUD, HOC, AND MONTGOMERY COUNTY DHHS AND RENTAL FEES PAID BY TENANTS. HOME FIRST (I AND II) PROVIDES PERMANENT SUPPORTIVE HOUSING IN A COMBINATION OF SINGLE-SITE AND SCATTERED-SITE UNITS IN SILVER SPRING FOR 30 FORMERLY HOMELESS ADULTS WHO HAVE EXPERIENCED PROLONGED EPISODES OF HOMELESSNESS (CHRONIC HOMELESSNESS) AND WHO HAVE A DIAGNOSED DISABILITY. THE PROJECT IS FUNDED THROUGH HUD AND MONTGOMERY COUNTY DHHS. THE CREATIVE HOUSING INITIATIVE PROGRAM (CHIP) PROVIDES PERMANENT SUPPORTIVE HOUSING IN A SCATTERED-SITE PROGRAM WITH 16 UNITS OF HOUSING IN A SINGLE CONDOMINIUM COMPLEX IN GERMANTOWN. CHIP WAS CREATED TO HOUSE FORMERLY HOMELESS ADULTS WHO WERE FREQUENT USERS OF THE EMERGENCY MEDICAL AND CORRECTIONS SYSTEMS. THE PROGRAM INCLUDES AN ACADEMIC STUDY THAT EVALUATED COST SAVINGS BY PROVIDING PERMANENT HOUSING. CHIP IS FUNDED WITH A PRIVATE FOUNDATION GRANT. CORDELL PLACE PROVIDES PERMANENT SUPPORTIVE HOUSING TO 32 FORMERLY HOMELESS SINGLE MEN AND WOMEN IN A RENOVATED OFFICE BUILDING IN BETHESDA FEATURING PERSONAL LIVING QUARTERS, SHARED KITCHENS, A COMMUNITY ROOM, AND OTHER AMENITIES. THE PROJECT IS FUNDED BY HUD AND MONTGOMERY COUNTY DHHS. THE VULNERABILITY INITIATIVE PROGRAM (VIP) PROVIDES SCATTERED-SITE PERMANENT SUPPORTIVE HOUSING WITH MEDICAL SUPPORT SERVICES TO 15 FORMERLY HOMELESS ADULTS IDENTIFIED AS THE MOST MEDICALLY VULNERABLE. THE MONTGOMERY COUNTY COUNCIL PROVIDED INITIAL FUNDING TO IMMEDIATELY HOUSE THESE INDIVIDUALS AND PROVIDE INTENSIVE SERVICES. VIP IS NOW FUNDED THROUGH MONTGOMERY COUNTY DHHS. OPERATION HOMECOMING (OH): PROVIDES SCATTERED-SITE PERMANENT SUPPORTIVE HOUSING FOR 24 FORMERLY HOMELESS VETERAN HOUSEHOLDS INCLUDING 19 SINGLE ADULTS AND FIVE FAMILIES. THE MONTGOMERY COUNTY (MC) COUNCIL AND HOC AWARDED RESOURCES FOR THESE HOUSEHOLDS TO FUND SUBSIDIZED HOUSING AND DEEP SUPPORTIVE SERVICES AS PART OF MONTGOMERY COUNTY'S SUCCESSFUL EFFORTS TO END VETERAN HOMELESSNESS BY 2016. OH IS NOW FUNDED THROUGH MONTGOMERY COUNTY DHHS. KEYS FIRST PROVIDES SCATTERED-SITE PERMANENT SUPPORTIVE HOUSING FOR 32 FORMERLY CHRONICALLY HOMELESS HOUSEHOLDS INCLUDING 29 SINGLE ADULTS AND THREE FAMILIES. KEYS FIRST WAS ESTABLISHED TO HELP ACHIEVE MONTGOMERY COUNTY'S GOAL OF ENDING CHRONIC HOMELESSNESS BY END OF 2017. THIS PROGRAM IS FUNDED BY HUD AND MONTGOMERY COUNTY DHHS. ARCHWAYS PROVIDES SCATTERED-SITE PERMANENT SUPPORTIVE HOUSING FOR UP TO 103 HOUSEHOLDS, INCLUDING FAMILIES AND INDIVIDUALS, MOST OF WHOM EXPERIENCED CHRONIC HOMELESSNESS IN MONTGOMERY COUNTY. THIS PROGRAM IS PART OF THE LARGER COUNTY INITIATIVE TO END CHRONIC HOMELESSNESS VIA THE INSIDE NOT OUTSIDE CAMPAIGN.
