SOUTH DAKOTA, AS A STATE AND A PEOPLE, ENCOURAGES THE DEVELOPMENT OF ARTISTIC TALENT IN ALL INDIVIDUALS AND VALUES THE WORTH OF CREATIVE EXPRESSION TO THE QUALITY OF LIFE OF ITS CITIZENS AND TO THE ECONOMIC, SOCIAL AND EDUCATIONAL GROWTH OF ITS COMMUNITIES.
