THIS INCLUDES MANAGING THEIR AFFAIRS, FULFILLING THE RANGE OF SOCIAL ROLES, MAKING DECISIONS THAT LEAD TO SELF-DETERMINATION, AND MINIMIZING THIER PHYSICAL AND PSYCHOLOGICAL DEPENDENCE ON OTHERS.
