TO CONTINUE TO FACILITATE THE LONG TERM COMMUNITY RECOVERY EFFORT FROM THE DEVASTATING EXPLOSION THAT OCCURRED IN WEST, TEXAS ON APRIL 17,2013 AND TO CONTINUE TO SERVE THE COMMUNITY OF WEST FOR THE BENEFIT OF FUTURE GENERATIONS BY REBUILDING, REPAIRING AND STRENGTHENING NEIGHBORHOODS, REPAIRING AND CULTIVATING THE HISTORIC DOWNTOWN, AND PRESERVING THE COMMUNITY AND CULTURE THAT IS UNIQUELY WEST.
