TCEC WORKED WITH ITS PROSPECTIVE ACADEMIC PARTNER, THE CENTER FOR ENERGY STUDIES (CES) AT RICE UNIVERSITY'S BAKER INSTITUTE, TO CREATE A JOINT TASK FORCE ON CLEAN ENERGY AND CLIMATE CHANGE. THE TASK FORCE WOULD RESEARCH AND PROPOSE POLICY SOLUTIONS FOR CLIMATE CHANGE IN TEXAS AND EDUCATE STATE POLICY MAKERS ABOUT THOSE SOLUTIONS. TCEC SECURED FORMER HARRIS COUNTY JUDGE ED EMMETT, A CES FELLOW, TO CHAIR THE TASK FORCE.TCEC RECRUITED STATE REPRESENTATIVE DAN BRANCH, A WELLKNOWN CENTRIST REPUBLICAN FROM DALLAS, AS THE NEW CHAIR OF TCEC. CHAIRMAN BRANCH AUTHORED AN OPED ON CLEAN ENERGY IN THE WAKE OF WINTER STORM URI, CALLING FOR A BALANCED APPROACH TO ENERGY GRID REFORMS IN TEXAS. TCEC ALSO AUTHORED A WHITE PAPER ENTITLED, "THE TEXAS BLACKOUTS; WHICH FUEL PERFORMED BEST? AND DISTRIBUTED IT TO STATE LEGISLATORS AND STAFF DURING THE 2021 LEGISLATIVE SESSION.
