ELICA IS DEDICATED TO ADMINISTERING PROFESSIONAL AND COMPASSIONATE HEALTH CARE THAT SERVE THE NEEDS OF LOW-INCOME, MULTI-ETHNIC POPULATIONS THROUGHOUT THE GREATER SACRAMENTO AREA, PARTICULARLY IMMIGRANT COMMUNITIES, INCLUDING SLAVIC AND OTHERS.

ELICA IS A FEDERALLY QUALIFIED HEALTH CENTER (FQHC) WITH OVER 20 YEARS OF EXPERIENCE PROVIDING INTEGRATED PRIMARY MEDICAL CARE, DENTAL/ORAL CARE, BEHAVIORAL/MENTAL HEALTHCARE, AND OTHER SERVICES (E.G., PODIATRY; ON-SITE PHARMACY) ANNUALLY TO TENS OF THOUSANDS OF LOW-INCOME, VULNERABLE POPULATIONS. MORE THAN 71% OF ELICAS PATIENTS ARE LOW-INCOME (E.G., LIVE IN HOUSEHOLDS AT OR BELOW 200% OF THE FEDERAL POVERTY LEVEL), AND OVER 56% ARE PERSONS OF COLOR. FIFTY-FIVE PERCENT OF OUR PATIENTS ARE WOMEN, AND ALMOST 10% OF OUR TOTAL PATIENTS ARE OVER AGE 65. ADDITIONALLY, NEARLY 21,000 OF ELICA'S PATIENTS REPRESENT BOTH THE DIVERSE IMMIGRANT COMMUNITIES (E.G., RUSSIAN-AMERICANS; HMONG-AMERICANS; AFGHAN-AMERICANS; IRAQI-AMERICANS; ETC.) WITHIN OUR REGION ANDREFUGEE POPULATIONSINCLUDING A GROWING INFLUX OF PEOPLE INTO ONE OF THE NATIONS LARGEST UKRAINIAN EX-PAT COMMUNITIES. IN 2022, ELICA IS BUILDING OUR 11TH FIXED-LOCATION HEALTH CENTER AT 2400 GLENDALE LANE IN SACRAMENTO THAT ONLY YARDS AWAY FROM OUR EXISTING CLINIC AT 1750 WRIGHT STREET IN SACRAMENTO WILL BE PART OF A HEALTHCARE CAMPUS WHICH WILL PROVIDE CONVENIENTLY LOCATED PRIMARY MEDICAL CARE, DENTAL/ORAL CARE, BEHAVIORAL/MENTAL HEALTHCARE, AN ONSITE PHARMACY, ENABLING SERVICES (E.G., MEDI-CAL ENROLLMENT ASSISTANCE) AND OTHER HEALTH SERVICES FOR A GROWING NUMBER OF LOW-INCOME, UNDERSERVED POPULATIONS SACRAMENTO COUNTY'S ARDEN-ARCADE COMMUNITY. ELICA'S FOUR HEALTH ON WHEELS MOBILE CLINICS AND OUR ON-FOOT STREET MEDICINE PROVIDERS CONTINUE TO PROVIDE PRIMARY MEDICAL AND DENTAL CARE TO THOUSANDS OF HOMELESS PATIENTS ANNUALLY AS WELL AS FREE VETERINARY CARE TO THEIR PETS. THIS YEAR, ELICA WAS SELECTED TO PARTICIPATE IN THE STATE OF CALIFORNIA DHCSX AND SACRAMENTO COUNTY'S ENHANCED CASE MANAGEMENT (ECM) PROGRAM TO PROVIDE HEALTHCARE AND HOUSING SERVICES TO CHRONICALLY HOMELESS PEOPLE. ECM IS THE NEW ITERATION OF THE CITY OF SACRAMENTO'S FORMER PATHWAYS PROGRAM IN WHICH ELICA PLAYED A LEADING ROLE. RECENTLY, ELICA IMPLEMENTED OUR NEW OCHIN EPIC ELECTRONIC HEALTH RECORDS SYSTEM, AND WE'RE SEEKING FUNDING TO DESIGN AND LAUNCH A COMMUNITY HEALTH WORKER TRAINING PROGRAM. FURTHERMORE, ELICA APPOINTED ONE OF OUR EXISTING PROVIDERS TO BE OUR INTERIM CHIEF MEDICAL OFFICER, OUR STAFF HAS GROWN TO NEARLY 500 AND, IN SEPTEMBER, WE WILL HAVE OUR LATEST THREE-YEAR ON SITE VISIT REVIEW BY THE U.S. HEALTH RESOURCES & SERVICES ADMINISTRATION (HRSA).
