CHESAPEAKE NEIGHBORS GREW OUT OF A NEED TO ENABLE PEOPLE OF LIMITED MEANS TO RENT OR OWN A HOME - ULTIMATELY ACHIEVING INDEPENDENT LIVING IN THE COMMUNITY OF THEIR CHOICE.
