OTAY MESA VERNAL POOL I&II - UPLANDS HABITAT RESTORATION PROJECT - TO PLAN, PERMIT AND IMPLEMENT RESTORATION OF APPROXIMATELY SEVENTEEN ACRES OF RARE VERNAL POOL WETLANDS, MARITIME SUCCULENT SCRUB, AND SEVERAL DEPENDENT IMPERILED PLANT AND ANIMAL SPECIES IN THE CITY OF SAN DIEGO COMMUNITY OF OTAY MESA.
