THROUGH MAY 1, 2020 (AFTER THE FOUNDATION BOARD OF DIRECTOR'S ADOPTION OF A RESOLUTION APPROVING AND DIRECTING DISSOLUTION OF THE FOUNDATION), THE FOUNDATION PUBLISHED AND MAINTAINED A WEBSITE PROVIDING PUBLIC INFORMATION REGARDING 9-1-1 AND EMERGENCY NOTIFICATION SERVICES IN COLORADO. THE WEBSITE ALSO PROVIDED LINKS TO WEB PAGES MAINTAINED BY OR ON BEHALF OF COLORADO 9-1-1 AUTHORITIES FOR INDIVIDUALS TO REGISTER THEIR WIRELESS AND/OR VOIP TELEPHONE NUMBERS WITH EMERGENCY NOTIFICATION SERVICES. THE FOUNDATION DID NOT INCUR WEB AUTHORING EXPENSES IN 2020. WHILE THE PURPOSE OF THE WEB SITE WAS TO PROVIDE PUBLIC EDUCATION, IT ALSO INCLUDED A FUNDRAISING APPEAL AND A FACILITY FOR THE PUBLIC TO MAKE DONATIONS TO THE FOUNDATION. PUBLIC DONATIONS RECEIVED THROUGH THE WEBSITE WERE USED TO MEET PROGRAM, ADMINISTRATIVE AND FUNDRAISING EXPENSES. THE FOUNDATION DID NOT CONSIDER THESE DONATIONS PROGRAM SERVICE REVENUES, BECAUSE THE PURPOSE OF THE WEBSITE WAS NOT TO GENERATE DONATIONS BUT TO PROVIDE PUBLIC INFORMATION. THE DONATIONS ARE INCIDENTAL TO THAT PURPOSE.
IN CONNECTION WITH ITS DISSOLUTION, THE FOUNDATION GRANTED, CONTRIBUTED OR DONATED THE BALANCE IN ITS ACCOUNTS TO THE COLORADO 9-1-1 RESOURCE CENTER. INC., A 501(C)(3) CORPORATION. IT'S MISSION STATEMENT IS: "THE COLORADO 9-1-1 RESOURCE CENTER IS COMMITTED TO THE IMPROVEMENT AND SUPPORT OF 9-1-1 EMERGENCY COMMUNICATIONS THROUGHOUT THE STATE OF COLORADO. THE RESOURCE CENTER WILL ACCOMPLISH THIS GOAL BY ACTING AS A FOCAL POINT OF INFORMATION FOR 9-1-1 AUTHORITY BOARDS AND PUBLIC SAFETY ANSWERING POINTS THROUGHOUT THE STATE, FACILITATING DISCUSSION AND COLLABORATION AMONG COLORADO'S 9-1-1 STAKEHOLDERS, AND BY CONDUCTING RESEARCH AND OTHER ACTIVITIES IN THE SERVICE OF THE 9-1-1 PROFESSIONALS OF COLORADO." PRIOR TO DISSOLUTION OF THE 9-1-1 COLORADO FOUNDATION, IT WAS GENERALLY VIEWED THAT THE RESOURCE CENTER WAS "INWARD-FACING" IN THAT IT SERVED THE 9-1-1 AUTHORITIES AND EMERGENCY CALL CENTERS, PARTICULARLY THOSE SERVING RURAL AREAS AND WHICH HAD MORE LIMITED RESOURCES THAN THOSE SERVING MORE URBANIZED AREAS, AND THE 9-1-1 COLORADO FOUNDATION WAS "OUTWARD-FACING" IN THAT IT PROVIDED PUBLIC EDUCATION REGARDING 9-1-1 AND ENS SERVICES. WITH THE DISSOLUTION OF THE FOUNDATION, THE 9-1-1 RESOURCE CENTER AND THE COLORADO PUBLIC UTILITIES COMMISSION ARE JOINTLY DEVELOPING AN "OUTWARD-FACING" WEBSITE OR PAGES TO FILL THE PUBLIC EDUCATION ROLE THE FOUNDATION USED TO PROVIDE. FOR THIS REASON, IT WAS PARTICULARLY APPROPRIATE FOR THE FOUNDATION TO MAKE A GRANT OF THE BALANCES OF ITS ACCOUNTS TO THE 9-1-1 RESOURCE CENTER UPON DISSOLUTION OF THE FOUNDATION.
