IN SO DOING, MGA-SA WILL REDUCE THE CITY OF SAN ANTONIO'S BURDEN AND EXPENSE OF OPERATING THE CITY'S GOLF COURSE FACILITIES WHICH ARE USED FOR PUBLIC PURPOSES BY ITS CITIZENS AND CITIZENS OF OTHER COMMUNITIES.
