WHEN COMPLETED, THE PUBLIC MARKET WILL BE A DAILY, YEAR-ROUND MARKET THAT WILL STIMULATE DEVELOPMENT AND ECONOMIC ACTIVITY WITH THE URBAN COMMUNITY, AND THEREBY PREVENT THE DETERIORATION OF THE SURROUNDING URBAN AREA AND LESSEN THE BURDENS OF GOVERNMENT.
