THE PURPOSE OF THE COUNCIL IS TO PROMOTE INTERGOVERNMENTAL COOPERATION AND COMMUNICATION BETWEEN THE MEMBER MUNICIPALITIES; TO ARTICULATE POSITIONS AND WHEN APPROPRIATE, IMPLEMENT SOLUTIONS TO REGIONAL, COUNTYWIDE AND STATE PROBLEMS. THE ORGANIZATION PROVIDES RESEARCH AND TECHNICAL ASSISTANCE IN THE DEVELOPMENT OF SOLUTIONS TO LOCAL PROBLEMS PRESENTED BY MEMBER MUNICIPALITIES. THE COUNCIL PROVIDES TRAINING AND EDUCATIONAL PROGRAMS DESIGNED TO FOSTER LEADERSHIP DEVELOPMENT AND AN UNDERSTANDING OF MUNICIPAL ISSUES.
