IT IS THE INTENT OF THE HEALTHY START LEGISLATION TO ESTABLISH A SYSTEM OF CARE THAT ENSURES THAT PREGANANT WOMEN HAVE ACCESS TO PRENATAL CARE AND THAT PROMOTES THE HEALTHY GROWTH AND DEVELOPMENT OF INFANTS AND YOUNG CHILDREN AGES BIRTH TO THREE.
